Providing the documentaries

Students are required to provide one of the following documents to be exempted from paying tuition fees:

  • EU Blue Card granted in Finland
  • Continuous residence permit card in Finland, Type A permit
  • NB: Type A permit granted for studying in Finland (from 15 April 2022 onwards) doesn’t exempt student from paying tuition fee.
  • EU Family Member’s Residence Card in Finland
  • Permanent residence permit card in Finland, Type P permit
  • EU residence permit for third-country citizens with long term residence permit card in Finland (Type P-EU)

The student must always submit a new residence permit before the start of the academic year or semester to be eligible for exemption from the tuition fee. For the autumn semester, the permit must be submitted no later than July 31, and for the spring semester, no later than December 31.

If a student receives a new permit during the semester, the exemption from the tuition fee will come into effect from the beginning of the following semester.

For safety reasons we recommend sending a copy of your new residence permit via this eform.

For example if you receive your residence permit in August, you have to pay the autumn semester. In this case your exemption will begin 1.1.2025 and your payment for spring semester may be refunded.

Please notice: if you receive one of the documents mentioned above at any point of the admission process, please provide us the document immediately.

Possible Legislative Changes: Changing Study-Based Residence Permit to an Employment-Based Residence Permit

We want to keep you informed about ongoing legislative initiatives in Finland that may impact obligations associated with study-based residence permit. The proposal explores exemptions from tuition fees for those switching from a study-based residence permit to an employment-based residence permit.

While awaiting the final decision, sharing this possible change is crucial. If the conclusion is that tuition fee exemptions are removed this update could affect both current students and those considering education in Finland. Open communication about these processes aims to prevent misuse and keep everyone informed about potential legal adjustments to the matter.

To ensure that studies start on time, the applicant needs to start the process of applying for the residence permit as soon as possible (within max. 14 days), after receiving the notification of admission by email and paying the tuition fee.

The tuition fee can only be refunded if the student receives a negative residence permit decision. In this case, the negative residence permit decision is requested to be submitted to HAMK. An office fee of 500 € will always be deducted. If the student has not received a residence permit by the beginning of 2. module, the start of studies will be postponed to the beginning of the next academic year and the tuition fee will be transferred to the next academic year.

If a student enrolls as present for the semester but does not start the studies or drops out for any other reason, than related to residence permit issues, he/she always pays the fee for the beginning semester fully.

Non-attending by the military service, parental leave or personal sickness or injury

If you are not able to start your studies as planned because of Finnish military service, parental leave or personal sickness or injury, you can enroll yourself as a non-attending student for a semester. In this case you don’t need to pay the tuition fee for that period, or we will refund the tuition fee back to you if you have paid it already. Please notice, that you need to send a written document as a proof before you can enroll yourself to non-attending student. In this case, please contact [email protected]
